a constituir un Fideicomiso Irrevocable de Administraci\u00f3n y Pago; a afectar al mismo, como fuente de pago, un porcentaje de las participaciones que en Ingresos Federales correspondan al Estado de Hidalgo del Fondo General de Participaciones (perteneciente al Ramo 28);
