Diputaci\u00f3n permanente del XXVIII Congreso del Estado, para la sustituci\u00f3n por Licencia renunciable del C. coronel Mat\u00edas Rodr\u00edguez por el Diputado Jos\u00e9 Lugo Guerrero<\/li>\n<li style=\"text-align: justify;\">Circular n\u00famero 21, se participa la concesi\u00f3n de la Licencia con car\u00e1cter de renunciable que concedi\u00f3 la H. Diputaci\u00f3n permanente del Congreso Local por medio del decreto 45 por el que se separa del cargo el C. Coronel Mat\u00edas Rodr\u00edguez como Gobernador Constitucional del Estado de Hidalgo.<\/li>\n<li style=\"text-align: justify;\">Circular n\u00famero 22, por la que al estar separado del cargo el C. Coronel Mat\u00edas Rodr\u00edguez, lo substituya el Gobernador interino.<\/li>\n<li style=\"text-align: justify;\">Circular n\u00famero 23, en base a la licencia con car\u00e1cter de renunciable, se designa para substituirlo al C. Licenciado Carlos Castel\u00e1n Melo.<\/li>\n<li style=\"text-align: justify;\">Circular n\u00famero 24, se concede licencia de Diputado al C. Licenciado Carlos Castel\u00e1n Melo<\/li>\n<li style=\"text-align: justify;\">Secretar\u00eda de Agricultura y Fomento, Solicitud del Se\u00f1or Gerald H.E. Vivian Gerente de la Tolteca C\u00eda Cemento Portland S.A. para que se le conceda el uso de 10 litros por segundo de las aguas del rio Tula o Moctezuma, para aprovecharlos en usos industriales en el
