underline;\"><strong>Sumario <\/strong><\/span><\/p>\n<ul>\n<li style=\"text-align: justify;\">Decreto N\u00fam. 16.- Por el que se autoriza al Estado de Hidalgo a contratar empr\u00e9stitos hasta por un monto total de $1\u00b4250,000,000.00 (MIL DOSCIENTOS CINCUENTA MILLORES DE PESOS 00\/100 M.N.), para ser destinados a las inversiones p\u00fablicas productivas y al refinanciamiento y sustituci\u00f3n de la Deuda P\u00fablica directa a su cargo contratada con el Banco Nacional de Obras y Servicios P\u00fablicos, S.N.C., Instituci\u00f3n de Banca de Desarrollo, que se se\u00f1alan; a constituir un Fideicomiso Irrevocable de Administraci\u00f3n y Pago; a afectar al mismo, como fuente de pago, un porcentaje de las participaciones que en Ingresos Federales correspondan al Estado de Hidalgo del Fondo General de Participaciones (perteneciente al Ramo 28); y a celebrar las dem\u00e1s operaciones financieras y actos jur\u00eddicos que se se\u00f1alan.<\/li>\n<li style=\"text-align: justify;\">Decreto N\u00fam. 17.- Que reforma y adiciona la Ley de Ingresos del Estado para el Ejercicio Fiscal del A\u00f1o 2005.<\/li>\n<li style=\"text-align: justify;\">Decreto N\u00fam. 18.- Que
