Rodolfo Elizondo Torres, con la intervenci\u00f3n conjunta del Subsecretario de Operaci\u00f3n Tur\u00edstica, el Lic. Francisco Madrid Flores y del Director General de Programas Regionales, el Lic. Juan Carlos Arnau \u00c1vila, y por la otra parte EL EJECUTIVO DEL ESTADO LIBRE Y SOBERANO DE HIDALGO, al que en lo sucesivo se le denominar\u00e1 la \u201cENTIDAD FEDERATIVA\u201d, representada en este acto por el Lic. Miguel \u00c1ngel Osorio Chong, en su car\u00e1cter de Gobernador Constitucional, asistido por el Secretario de Gobierno, Lic. Jos\u00e9 Francisco Olvera Ruiz, la Secretaria de Finanzas, L.C. Eugenio Imaz Gispert; conforme a los antecedentes, declaraciones y cl\u00e1usulas siguientes.<br \/>\nConvenio de Coordinaci\u00f3n para fortalecer el Esquema de Financiamiento del Programa de Apoyo al Empleo que celebran, el Ejecutivo Federal, a trav\u00e9s de la Secretar\u00eda del Trabajo y Previsi\u00f3n Social, representada por su Titular, C. Lic. Javier Lozano Alarc\u00f3n, asistido por los CC. Dr. Jaime Domingo L\u00f3pez Buitr\u00f3n, Subsecretario de Empleo y Pol\u00edtica Laboral; Lic. Hip\u00f3lito Trevi\u00f1o Lecea, Coordinador General de Empleo, y Lic. Mar\u00eda Natividad Guill\u00e9n Pinto, encargada del Despacho de la Delegaci\u00f3n Federal del Trabajo en el Estado de Hidalgo; a la que en adelante se le denominar\u00e1 \u201cLA SECRETAR\u00cdA\u201d y, por la otra, el Estado Libre y Soberano de Hidalgo, representado por su Gobernador Constitucional C.
